  1. Preheat the oven to 425°F. Line a muffin pan with paper liners and set aside.
  2. Whisk together the 2 cups flour, 1 (3.4 ounce) pack pistachio pudding, ¼ teaspoon salt, and 2 teaspoons baking powder in a bowl.
  3. In a large bowl, whisk together the ¾ cup sugar, 2 large eggs, ⅓ cup butter, and ¼ cup oil until combined.
  4. Add in the ½ cup sour cream, ½ cup milk, and extracts, and whisk to combine.
  5. Pour the dry ingredients into the wet ingredients and use a rubber spatula to slowly mix and fold the batter together. Take care not to overmix.
  6. Scoop the batter evenly between the liners and top with ⅓ cup coarse sugar and ½ cup chopped pistachios.
  7. Bake for 5 minutes, then reduce the heat to 375°F and bake for an additional 13-15 minutes. A toothpick inserted into the center should come out with moist crumbs, but no wet batter.
